Fog and mist differ from clouds only in that they touch the ground, but are otherwise almost identical to them. In rising terrain, a layer of cloud can therefore become fog at higher elevations. In aviation, such conditions are referred to as low-lying cloud. The images here show fog forming into a fog wave.
